Anytime you setup a new blog using Blogger, you can use a subdomain address through blogger such as http://yourname.blogspot.com. This is a very easy setup and you only need to make sure the name has not previously been used with blogger.
However, you may want to use your own domain (http://www.yourdomain.com) or create a subdomain (http://blog.yourdomain.com) on your existing website. Blogger comes with simple instructions on how to setup your domain name or subdomain to be configured as the blog address. Those instructions can be found here.
In order to use a top-level domain as the Blogger address, you will need to first have your own domain name registered. Domain registration can be done through Lightway Web Services, Inc. Once your domain is registered, you can login to your account to access the DNS Management tools. From here, you can make the changes to both your CNAME records and A records as instructed by Google if you wish to create your blog using your full domain name as the address.
If you wish to use a subdomain as your blog address, the setup differs somewhat. Generally, one would use a subdomain as a blog address if a website already existed on the top level domain. In this case, a web hosting account would already be in place. In order to properly setup the subdomain, you will need to go to your DNS Management at your domain registrar, or to the DNS Zone Editor with your web hosting account. From here you will need to add a custom CNAME record. The first piece of information required, likely the name, will be whatever name you would like to give to your subdomain. If you want your blog address to be, http://blog.yourdomain.com, you would enter "blog" in the first box. The TTL can be left as the default. The type of record is CNAME, and the address needs to be listed as "ghs.google.com". This will create a subdomain address for your blog account and point the subdomain to Google's web server.
The last step is to enter your web address into your Blogger profile. Once you have the setup done correctly, Blogger will post a message on this page that says, "Congratulations, your blog is ready!". This should complete your setup.
